He's not a 'who', he's really a 'what'. This picture is actually an oil painting hanging on the wall of the National Portrait Gallery. Yes, this image which looks startlingly like a photograph is actually paint on canvas.
Artist Jan Mikulka painted this realistic portrait with the intent of wanting to produce a photographic quality portrait with paint instead.
It is currently in the National Portrait Gallery and visitors have voted it the best in the exhibition.

That is amazing. I remember the first time I saw a Rembrandt portrait ... it looked like a photograph. I was stunned that someone in the 1600's could paint something like that.

Oh, I just read about him in our Toronto newspaper and we studied his work and were just in awe. Unbelievable isn't it? XO
The only thing that really looks like paint here is the highlights in the hair. The most interesting aspect of the design is the way he stares while leaning forward, so when the viewer moves in to get a closer look, he or she gets the uncomfortable feeling of being too close and "invading his space."
